Hello everybody!
On Samsung OS, Android 14 (probably lower) the new modded Google Play Store 45.5.23 do an automatic update for some usual apps, even if all update-options are disabled!
Also, every time it opens, a message appears indicating that the Google Play Store is searching for additional language packs, which can be quite annoying!

Yes, that is quite annoying! The best luck I've had with that is with the Update Locker LSposed Module.
This one is an Xposed module, and verified to work, also used to use it to keep the GPlay Store from updating itself! And it worked...
Still appears to be working but I'm really missing my old LP modded market...

Instructions:
Install apk
enable the module in the manager settings xposed
(for lsposed) choose your market scope in or - it's important! - remove and tick again if the market has already been selected in the settings of the module itself, select those applications that you want to disable
Overload (if you have (Ed)xposed) or kill the market application from memory (lsposed)
It may be necessary to kill the market application from memory several times to re-read the list of applications
Attention:
for Magisk with Zygisk: If the module doesn’t work, try to remove Google Play and Google Play Service from DenyList, overload and recheck
Download: LSPOSED repo or attaching Attached fileupdatelocker_v1.4.4.2.apk ( 2.3 MB )

I have the same problem, plus the Play Store is updated to the 46 version in the autime!
