I think i find a solution, with rooted bluestacks and go to /data/misc_de/0/apexdata/com.android.permission and change manual the file runtime-permission.xml in the line READ_EXTERNAL_STORAGE and WRITE_EXTERNAL_STORAGE say granted from false to true and reboot, after the permission storage works for the selected application you want to granted
